Develop and execute procurement strategies aligned with EPC marine project objectives, including sourcing plans, cost control targets, and delivery schedules, to support project construction progress and quality standards.
Lead the end-to-end procurement process for marine project-related items: conduct market research, identify and evaluate potential suppliers (e.g., marine equipment manufacturers, steel suppliers, subsea component vendors), issue RFQs (Request for Quotation), conduct bid evaluation, negotiate contracts, and manage order execution.
Manage the supplier lifecycle, including supplier onboarding, performance assessment, relationship maintenance, and continuous optimization of the supplier pool to ensure reliable supply, competitive pricing, and compliance with marine industry standards (e.g., ABS, DNV, BV).
Control procurement costs strictly: analyze cost structures, conduct cost-benefit assessments, negotiate favorable terms (price, payment, delivery, warranty), and implement cost-saving measures without compromising quality and safety.
Coordinate closely with project engineering, construction, quality control, and logistics teams to clarify procurement requirements, align delivery schedules, resolve supply-related issues (e.g., delayed delivery, quality non-conformity), and ensure seamless integration of procurement activities with project progress.
Ensure compliance with company procurement policies, marine industry regulations, and international trade rules (e.g., export/import controls, customs clearance) in all procurement activities; manage procurement contracts, invoices, and documentation to ensure accuracy and completeness.
Lead and manage the procurement team, including setting work objectives, providing guidance and training, monitoring performance, and fostering a collaborative team culture to improve work efficiency and professionalism.
Monitor market trends, price fluctuations, and technological developments in the marine engineering and procurement industry, provide market insights and recommendations to the management team for strategic decision-making.
Handle complex procurement challenges in EPC marine projects, such as offshore equipment sourcing, long-lead item management, and emergency supply support, to minimize project risks.
Bachelor’s degree or above in Procurement Management, Supply Chain Management, Marine Engineering, Mechanical Engineering, or related fields; Master’s degree is a plus.
5+ years of procurement management experience in EPC marine projects (offshore platforms, marine vessels, subsea engineering, or offshore wind projects), with at least 2+ years of team leadership experience.
In-depth knowledge of marine engineering procurement, familiar with marine equipment (e.g., offshore cranes, pipelines, subsea connectors), materials (e.g., marine-grade steel, corrosion-resistant alloys), and relevant industry standards (ABS, DNV, BV, API).
Proficient in end-to-end procurement processes, including sourcing, bid evaluation, contract negotiation, supplier management, and cost control; experience in managing long-lead items and complex procurement projects is essential.
Strong negotiation skills, cost awareness, and problem-solving capabilities; able to balance cost, quality, and delivery requirements in complex project environments.
Excellent cross-functional coordination and communication skills, able to work effectively with engineering, construction, quality, and logistics teams, as well as external suppliers and stakeholders.
Fluent in English (written and spoken), able to communicate with international suppliers and read technical documents, contracts in English; familiarity with international trade rules is a plus.
Proficient in Office software (Excel, Word, PowerPoint) and procurement management systems; experience with ERP systems (e.g., SAP, Oracle) is preferred.
Strong sense of responsibility, detail-oriented, able to work under pressure and meet tight project deadlines; compliance-conscious and ethical.
Willing to travel to project sites and coordinate with on-site teams as needed.
