Identify, develop,and ensure adoption of the Quality, Health, Safety and Environmental strategyfor the Divisional Business in line with the ‘Group’ Quality, Health, Safetyand Environment strategy, policy and process and agreed with the Group QHSEDirector.
Fulfil those dutiesincumbent on the appointed competent person (as statutorily referenced) for theDivisional business in relation Health Safety and Environmental management.
Direct and managethe implementation of the Divisional Quality, Health, Safety and Environmentalstrategy to ensure a safe, healthy and environmentally compliant workingenvironment whilst furthering best practice standards within the Division andthe supply chain.
Ensure Divisionaland Business Unit collaborative ‘working partnerships’ and peer to peerrelationships are established within the customer base and primary supply chainto facilitate the achievement of objectives, whilst promoting best workingpractice and consistently high standards within the whole team.
Maintain thenecessary relationships with third parties specifically including Enforcementagencies and audit bodies to reduce risk and continually improve QHSEperformance.
Monitor, analyseand review ‘whole Division’ QHSE performance and trends, identify appropriateinitiatives and differentiators to ensure continual Divisional QHSE performanceimprovement; driving consistency in all Business Units and integrated within theprimary Divisional supply chain.

KeyResponsibilities:

Develop, implement,manage and review the Divisional QHSE business plan and objectives in line withthe Group strategic QHSE plan for CBRE. Including the long term forecasting andplanning for both policy and resource requirements.
Provide theDivisions focal point for specialist QHSE expertise. Ensure appropriateday-to-day support and guidance to the team, supply partners and customers. Asthe appointed competent person for health and safety ensure the roleresponsibilities are fulfilled.
In conjunction andagreement with the Divisional MD, provide appropriate direction to the team toensure BU leaders and Customers expectations are understood and delivered, asfar as is reasonable, enabling suitable and sufficient management of risk exposures.
Direct and managethe team to ensure delivery of QHSE management system audits designed tomaintain compliance with both Divisional and Group policy and strategy. Ensurean annual schedule is maintained of appropriate and necessary internal andsupplier audits.
Manage theDivisional QHSE resource requirements. Lead and facilitate necessary dialogueto ensure appropriate specialist QHSE resource requirements are established atall times.
Direct lead andsupport the development of initiatives and best practice activities in allareas of QHSE management, and promote and maintain the behaviours and values ofCBRE
Lead thedevelopment and maintenance of the Divisional QHSE training strategy. Supportit’s delivery to ensure standards of QHSE competence to be achieved andmaintained.
Ensure QHSE‘Champions’ are established throughout the Business. Direct the team in thedevelopment of appropriate Champions objectives designed to promote and improveQHSE.
Manage theDivisional relationship with externally sourced QHSE resource as required.
Ensure theachievement of agreed Divisional functional standards and service levelagreements.
Compile appropriateperformance reports for the Division and maintain performance monitoring,analysis and review against established metrics and standards to driveimprovements.
Support theachievement of good industry practice, business competitiveness, and thedevelopment of a learning organisation.
Support appropriateand effective business communication through leadership, advice, reviews, anddirect contribution to meetings, briefings, consultation forums,correspondence, publicity, monthly and ad-hoc reporting and other publications,as necessary and appropriate.
Support the health,safety and environmental aspects of the new business winning process throughsolutions development, participation in presentations and consultationmeetings, bid and contract generation and review through to support duringmobilisation and resourcing activities on contracts.

JobRequirements:

A good generaleducation and a formal management qualification in Health and Safety managementand Environmental management.
Practicalapplication of auditing and membership of the IIRSM or IOSH at Diploma level.Significant and relevant post qualification experience.
Incumbents mustdemonstrate a career showing continuous personal development in the relatedfield of QHSE.

Experience

Specialist andstrategic higher managerial experience in Health, Safety, Quality, andEnvironmental Management. A practical and demonstrable knowledge of liaisingwith enforcement agency / insurers.
Practicalexperience must include;
Risk Managementstrategy development and implementation
Best Value analysisof QHSE resource support provision
Monitoring /Analysis of management system performance
Development andimplementation of policy and process
Environmental riskand ‘resource’ evaluation / management
Positivelyarticulate QHSE through presentation media
Event investigation& analysis to drive improvements
Development anddelivery of QHSE training.

Character

Excellentmotivational and influencing skills.
Able to contributeeffectively and on equal terms across all business activities.
Politically astutewith a sound understanding of current issues.
Incumbents musthave a high level of energy, be self-starters, confident and stable in manner,and be able to prioritise and work on a range of activities within a highpressure environment
