Die Position
Principle Roles& Responsibilities / Accountabilities
I. Strategic Insights& Policy Advocacy
- Policy Intelligence: Monitor, analyze, and predict central-level policies with macroeconomic and industry-wide implications, with a particular focus on healthcare delivery.
- Advocacy& Industry Voice: Execute coordinated advocacy strategies to foster a policy environment that rewards pharmaceutical innovation. Represent the company in key industry associations (e.g., AmCham China, EUCCC) to drive a unified industry voice.
- Internal Briefing& Translation: Translate complex macro-level political shifts and policies into actionable micro-level business impacts. Conduct internal briefings, presentations, and training sessions to educate internal stakeholders on policy trends and strategic implications.
- Business Support: Leverage government and policy support to help address business bottlenecks and operational issues.
- Content Development: Lead extensive corporate affairs content development, including drafting policy position papers, executive briefing documents, talking points, and strategic internal/external communications materials.
II. Government Affairs& Stakeholder Engagement
- HQ& Global Liaison: Act as the primary bridge and focal point between the China team and the global External Affairs and Policy teams in Basel. Ensure seamless two-way communication, strategic alignment, and the sharing of best practices.
- Internal Stakeholder Collaboration: Proactively engage and communicate with various cross-functional internal stakeholders (e.g., Pharma China Policy Advocacy Task Force,and CICOR、PD、PT and Patent team etc ) to ensure Corporate Affairs strategies effectively support business bottlenecks and operational priorities.
- High-Level Visits& Reception: Lead the end-to-end preparation, briefing, and execution of high-level meetings between global/local executives and senior Chinese government officials, including at major policy platforms such as the China Development Forum and PhRMA-led government engagement initiatives. Support the hosting of global senior visitors, managing related internal/external engagements and government affairs receptions in China.
III. Department Strategy& PMO
- Strategy Formulation: Lead the development and implementation of the department’s overarching strategy, with a particular focus on Corporate Affairs, ensuring alignment with the company’s broader business objectives in China.
- VP PMO Support: Act as the Project Management Office (PMO) lead to assist the Vice President of Corporate Affairs& Communications. Drive strategic project planning, track department KPIs, coordinate internal resources, and ensure the successful execution of key departmental initiatives.
- Project Leadership: Lead specific projects that leverage existing or future policies to generate tangible benefits.
- Research Support: Conduct desktop research to support policy monitoring and analysis, and draft various internal and external documents as required.
- Internal Coordination: Act as a liaison point of contact for various internal cooperation mechanisms.
Education& Qualifications
- Minimum bachelor's degree in public administration, political science, international relations, or related disciplines. Advanced degree (Master’s degree or above) is preferred.
- Minimum of 10 years of professional experience in Government Affairs, Public Policy, Corporate Relations, or related areas.
- Minimum of 10 years of work experience in government, public policy, advocacy, and the pharmaceutical industry or related fields is preferred.
- Past experience in government, multinational corporations, or leading pharmaceutical/healthcare companies is a plus.
- Direct experience working with or within Chinese central government ministries or prominent healthcare think tanks is highly preferred.
- Understanding of and hands-on experience with the biopharma industry is a must.
- Proven track record in strategic planning, PMO, and corporate content development.
- Ability to connect macro-level political shifts to micro-level business impacts.
