Die Position
Primary Purpose of Job (Job Summary)
Working under the direction of the VP, Corporate Affairs and Comms, and supporting the Roche Pharma China Leadership team, this role will lead the design, development, and execution of the overarching Corporate Affairs strategy for Roche in China. This includes ensuring alignment with global corporate objectives and local business priorities, building and maintaining positive relationships at all levels of government and with related authorities& stakeholders, fostering a pro-innovation policy environment, and shaping favorable conditions to support long-term business objectives.
You will have the following tasks and be responsible/ accountable for:
I. Strategic Leadership& Policy Advocacy
- Corporate Affairs Strategy: Lead the end-to-end design, development, and execution of the overarching Corporate Affairs strategy and resource plan in China. Work closely with cross functional team to ensure all external affairs initiatives are fully aligned with global corporate objectives and actively support local business priorities.
- Advocacy Direction: Define the strategic direction for policy advocacy. Steer the company’s positioning on macro policies to shape a favorable, pro-innovation business environment for the biopharma industry.
- Cross-functional Collaboration: Drive and coordinate collaboration across divisions (Market Access/commercial/R/Manufacturing etc on corporate affairs initiatives, ensuring corporate affairs strategies directly support and resolve critical business bottlenecks.
II. External Engagement& Strategic Platform Management
- Stakeholder Networking: Proactively establish, cultivate, and deepen a robust network of strategic relationships with key central and local government stakeholders and industrial associations.
- Strategic Channel& Platform Management: Innovate and build new partnership programs and dialogue channels for Roche Pharma China and global executives to communicate long-term commitments and strategies with senior leaders in Chinese government, while effectively managing the company’s strategic presence at existing top-tier flagship platforms (e.g., CDF, IBLAC, and CIIE) to maximize Roche's industry voice.
- Executive Hosting: Organize and lead global executives' visits to China, particularly their strategic engagements with senior government officials, as well as government officials' visits to HQ.
III. Risk& Reputation Management
- Risk Mitigation: Proactively anticipate, identify, and manage risks that could affect Roche China’s image, reputation, and market position in China.
- Crisis Support: Leverage strong government relations resources and networks to support crisis management when needed.
Who You Are:
Education/Qualifications
- Minimum Bachelor's degree; Master's degree or MPA/MBA is a plus.
- 15+ years’ experience working in a corporate affairs, government affairs, or public policy position in China for an international company or organization.
- Deep-rooted network within the Chinese central government and relevant healthcare authorities. Working experience in government is highly desirable.

Job Required Competencies
- Domain Expertise: Proven record of success, excellent knowledge, and rich experience in government affairs. Good knowledge of the Chinese government/political system and profound understanding of China's healthcare industry.
- Executive Presence: Ability to think strategically with great business acumen. Strong interpersonal skills, team spirit, and excellent presentation skills.
- Drive& Ethics: A self-starter with strong discipline, hardworking, positive and enthusiastic attitude, high ethics, and a demonstrated track record of working successfully under pressure in a time-constrained environment.
- Language: Fluent in English and Chinese, both verbal and written.
