Job Description

Reports To: Associate Director, Procurement

SUMMARY

This position will be responsible for implementing the end-to-end procure to pay process and operation in support of Brii Bio’s clinical development to effectively meet the business needs and deliver the maximum value for Brii Bio. This includes business engagement, sourcing, contracting, requisition to pay activities, vendor management.

DUTIES AND RESPONSIBILITIES:

Leads vendor selection process to meet sourcing needs for all clinical, non-clinical required from all functions within Brii organization, as well as its subsidiary.
Ability to demonstrate knowledge of multiple R&D Procurement categories and understanding of the relevant industries/markets. such as CRO, SMOs, Central Labs, Clinical Supply, CMC, etc.
Negotiate and execute low/medium complexity agreements in a timely manner under a defined category or contracting strategy. Provide guidance related to contract/change orders drafting and contract/change order negotiation.
Support Non-R&D sourcing activities, such as IT, HR, legal, finance, IR/PR, admin, etc.
Provides end-to-end support though out the entire sourcing process and activities, mainly as:
- Identifies potential vendors, generates Request for Information (RFI), Request for Proposal (RFP) and budget grids, coordinates Bid Defenses and proposal review meetings and provides analysis to project teams.
- Leads contracts/Master Service Agreement (MSA), Work Order (WO) and Change Order (CO) negotiation and execution with vendors in collaboration with legal review, as well as contract lifecycle management, including active negotiation of scope of work, commercial terms, payment terms and budgets.
- Supports project team for budget/ timeline forecasting or reconciliation needs, such as accruals, project budgets, etc.
Support business cases for implementation of new processes and procedures to improve organizational efficiencies.
Support continuous monitoring and improvement in terms of Quality, Service, Time, Total Cost of Ownership (across entire project life cycle) and adequately balance/mitigate corresponding risk, including the variation/claim management and expediting during the execution phase as well as close out of contracts.
Build up vendors and approves PO in the NetSuite, and contributes to NetSuite process improvement.

QUALIFICATIONS:

Bachelor or Master Degree
5+ years in indirect sourcing role, experience in R&D procurement or CDMO sourcing is highly preferred.
Experienced in vendor sourcing, bidding, vendor selection, compliance monitoring and contract negotiation, execution, etc.
Good team player, networking, negotiation and cross function communication skills. Ability to drive with cross-functional team and can-do attitude.
Ability to adapt to changes in the work environment, to change approach or method to best fit the situation and to manage competing demands.
Efficient in Microsoft Office, experience in using ERP tool (P2P module) is preferred.
Excellent writing and speaking skills in both Chinese and English.
Project and change management skills.
