Job Description

Compliance Correspondent
Anti-Corruption & Third Party Validation
Third Party Validation

Implement and monitor supplier selection and follow-up processes in line with compliance requirements.
Assess third parties (suppliers, service providers, partners) using the due diligence tools implemented by the Group.
Participate in drafting and validating supplier contracts, ensuring the inclusion of compliance clauses.
Support procurement teams in identifying and managing risks related to supplier relationships.

Risk Mapping:

Establish and maintain the corruption risk mapping for your scope.

Training:

Lead awareness-raising and training initiatives related to corruption prevention.

Coordinator Role for Compliance Correspondents in the Geographic Area:

Act as a coordinator within your geographic area and ensure collaboration with other Compliance Correspondents from the Group's entities.

Vigilance Duty Scope

Support the Vigilance & Human Rights Referent of the Tier 1 company in managing:
The deployment of Safran's compliance program for Vigilance Duty through the operational implementation of related procedures, risk mapping, and follow-up of action plans associated with Vigilance Duty & Human Rights risks.
Contribute to promoting the Vigilance program within your scope, in particular by deploying Group training within Chinese entities, and be proactive in suggesting improvements to better manage and monitor the implementation of the compliance framework.

Trade Compliance
Operational

Deploy, tailor and maintain, within the Chinese perimeter, the Group's export control and sanctions policy, ensuring its alignment with Chinese regulations (Export Control Law of the PRC, Customs Law, MOFCOM dual-use catalogues, list-based controls).
Prepare and file export, re-export and transfer license applications with the competent Chinese authorities (MOFCOM, GACC).
Perform list screening (Unreliable Entity List, Export Control List, Chinese sanctions lists, OFAC SDN, BIS Entity List, EU consolidated list, UK OFSI, UN sanctions) on customers, suppliers, partners and ultimate beneficial owners.
Assess diversion risk, unauthorized re-export risk and risks of military or proliferation end-use, and formalize enhanced due diligence measures (End-User Statements, End-Use Certificates, post-shipment verifications).

Relationship with Chinese authorities

Represent the subsidiary and the Group before the competent Chinese authorities in matters of export control and customs compliance: Ministry of Commerce (MOFCOM), General Administration of Customs (GACC).
Prepare, lead and document technical exchanges with the authorities during inspections, audits, information requests or enforcement proceedings; ensure documentary traceability of positions taken.

Job Requirements

Nationality

Chinese national

Language:

Chinese is mandatory
Excellent level in written and spoken for English
French is a plus

Qualifications
Education

Bachelor's degree in International Trade, Business Administration, Law, Supply Chain Management, Engineering, or a related field.
Master's degree or professional certifications are considered an advantage

Experience

5+ years of experience in trade compliance, export control, customs compliance, or international trade.
Experience in aerospace, defense, high-tech manufacturing, or multinational companies preferred.
Practical experience managing export licensing, product classification, and sanctions compliance.

Technical Knowledge

Strong knowledge of:

o Export Administration Regulations (EAR)
o International Traffic in Arms Regulations (ITAR)
o Economic sanctions and embargo regulations
o Customs and international trade regulations
o Product classification systems (ECCN, HS Code, etc.)
o Export licensing processes
o Technology transfer controls
Competencies

Strong analytical and problem-solving skills.
Excellent communication and stakeholder management abilities.
High attention to detail and compliance mindset.
Ability to interpret complex regulations and them to business operations.
Project management and process improvement skills.
Ability to work independently and in a multicultural environment.

Certified Export Compliance Professional (CECP)
Export Compliance Training Institute (ECTI) Certification
Customs Compliance Certification
International Trade Compliance qualifications

Additional Requirements for Aerospace Companies

Knowledge of dual-use goods and technologies.
Familiarity with government licensing authorities and regulatory agencies.
Ability to work with engineering, supply chain, program management, and government stakeholders.

Anticipate developments in Chinese regulation by maintaining monitoring of official publications (MOFCOM Bulletins, State Council) and practical guidance from authorities.
Participate, where relevant, in public consultations launched by Chinese authorities and in sector-wide initiatives.

Internal advisory

Provide deep technical and legal expertise on the entire Chinese export control framework : Export Control Law of the PRC, Regulations on Export Control of Dual-Use Items (in force since 1 December 2024), Customs Law, Foreign Trade Law, Anti-Foreign Sanctions Law.
Analyze & summaries operational impact of Chinese countermeasures (Unreliable Entity List, blocking statute, restrictions on rare earths) on the Group's activities in and with China.
Draft internal procedures, work instructions and decision matrices tailored to the Chinese context, consistent with the Group's body of standards
Design and roll out the Export Control training program in China (in-person sessions, e-learning, targeted workshops) for exposed functions: sales, after-sales, engineering, procurement, logistics, customs, finance.
Lead the annual plan of internal controls and compliance audits on Export Control matters for the Chinese subsidiary; track corrective action plans and their closure
