Position Goals: · Fully responsible for the execution and supervision of policies and regulations regarding environmental safety, occupational health and safety, fire safety, public security, and food safety on the client site managed by JLL.
- Ensure that services provided by JLL on the client site comply with national and industry regulations. Implement supervision, inspection, and correction of environmental, health, and safety (EHS) matters in accordance with national government requirements, company regulations, and industry standards. Aim to improve the working and learning environment for client end users. and reduce the occurrence of safety incidents.
- Assist in planning and continuously promoting client site EHS culture. Based on the client’s diverse cultural attributes, help convey effective EHS concepts to client end users, and other relevant personnel
- Conduct client site EHS risk identification and assessment. Formulate improvement measures with relevant responsible units for existing risks, track and supervise implementation, and continuously reduce site EHS risks.
- Assist in client site ideological security work. Timely detect and report abnormal incidents on site as required by competent authorities. Investigate and analyze accidents/incidents. and assist responsible units in implementing corrective and preventive measures.
Duties and Responsibilities: Regulatory Compliance & Government Liaison
- Collect, implement, and execute laws, regulations, standards, and normative requirements related to client site EHS; formulate and optimize internal protocols.
- Timely translate requirements from the Department of Education, public security departments, fire brigades, and other relevant government authorities into actionable plans for the client site.
- Respond to or host inspections by relevant government departments; responsible for supervising rectification items found during inspections until completion.
- Liaise with and report to relevant government departments as per client needs.
Vendor Management
- Fully responsible for the management of on-site security vendors, ensuring on-site security services meet contractual requirements.
- Manage vendors for fire protection, surveillance, and access control systems to ensure all maintenance services comply with contractual requirements.
Meeting & Communication Management
- Formulate and schedule regular safety-related meetings; ensure follow-up on all meeting action items.
Campus Environmental Management
- Assist in formulating campus environmental management policies and procedures, including but not limited to wastewater, exhaust gas, waste, noise, and energy/resource management.
- Supervise compliant discharge and disposal of:
- Wastewater: Laboratory wastewater, rainwater, domestic sewage, and clean drainage.
- Exhaust Gas: Laboratory exhaust and cafeteria oil fumes.
- Waste: General waste, industrial waste, and hazardous waste.
- Noise: Perimeter noise compliance.
Campus Safety Management
Assist in formulating campus safety management policies and procedures. Maintain close cooperation with the service emergency hotline, engineering, catering, landscaping, housing, laboratory safety management teams, student affairs teams, sports, and library teams to provide EHS support. Ensure timely handling of EHS needs from various teams. Manage and supervise the following areas:
Public Security
- Security management, counter-terrorism, and anti-violence management.
- Campus card and access control service security management.
- Visitor management.
- Site construction safety management.
- Campus traffic safety management.
- Hazardous chemical safety management (excluding laboratories).
- Safety change management.
- Accommodate safety supervision.
- Office and teaching venue safety supervision.
Facility Safety Management
- Fire safety management.
- Access control and surveillance system management.
Campus Occupational Health Management
- Assist in formulating campus occupational health management policies and procedures.
- Work closely with the campus clinic to assist in the prevention and control of infectious diseases on campus.
Campus Emergency Management
- Assist in formulating emergency management procedures related to campus environmental protection, safety, and occupational health.
- Participate in emergency response activities.
Risk Assessment & Management
- Organize workplace risk assessments to identify safety hazards.
- Formulate and implement control measures to manage the hazard source list.
- Supervise the execution of control measures to ensure risks are effectively controlled.
Training & Education
- Develop annual plans for EHS-related drills, training, and education for the JLL client project.
- Conduct regular EHS training courses, including content development, new employee orientation, special operation training, PPE safety protection training, and training on the use of cleaning and pest control chemicals.
- Regularly organize safety promotion activities to enhance and enrich the safety knowledge of clients and on-site service vendors.
- Complete other safety management-related tasks assigned by the Project Leader.
