Your role:
Job Objective:
The PMO Engineer is responsible for supporting China Technical Transfer (TT) PMO governance, project coordination, and data-based assessment for Wuxi site and selected China cross-site technical transfer/localization initiatives.
The role supports structured intake and assessment of business-driven requests, including product transfer, localization, repacking, local manufacturing, OEM alternative evaluation, product evaluation, and site capability assessment. It converts ambiguous demand into clear project scope, assessment templates, dashboards, action trackers, and decision materials.
This position strengthens China TT capability by improving project pipeline visibility, prioritization, cross-functional follow-up, documentation quality, and data-driven decision support. The role is positioned as a PMO / project coordination and assessment support role; technical process ownership remains with relevant technical, production, QC, EHS, quality, and supply chain SMEs.
Main Responsibilities:
China TT PMO Governance & Project Coordination

Maintain the China TT/localization project pipeline and portfolio dashboard, covering status, milestones, issues, risks, resource needs, business priority, and decision points.

Develop and maintain project charters, project plans, timelines, milestone trackers, action logs, risk/issue logs, decision logs, and meeting minutes.

Support routine project governance, including request intake review, feasibility review, prioritization review, transfer readiness review, and management update preparation.

Track progress and ensure action closure across Technical, Production, QC, EHS, Quality, Supply Chain, Engineering, Finance, Commercial, Value Chain, Franchise, and global stakeholders.

Escalate risks, bottlenecks, resource conflicts, and decision needs in a timely and structured manner.
Business-driven Request Intake & Structured Assessment
-
Support clarification of Commercial / Value Chain / Franchise requests related to new product transfer, localization, repacking, local manufacturing, OEM alternatives, product evaluation, and capability assessment.

Convert ambiguous requests into structured assessment scope, including SKU/product information, target volume, expected timeline, business case assumptions, localization requirements, technical data needs, site selection logic, and success criteria.

Coordinate Wuxi, Nantong, and/or relevant site functions to collect preliminary inputs on site fit, production feasibility, QC/testing capability, EHS/regulatory impact, supply chain dependency, investment needs, and resource requirements.

Prepare assessment summary packages for line manager and management review, highlighting assumptions, gaps, risks, open questions, and recommended next steps.

Help maintain standard templates and minimum input requirements to protect site resources and improve request quality.
Data Analytics, Dashboarding & Digital PMO Tools

Build and maintain project dashboards, issue trackers, workload/resource visibility, decision records, and data repositories using Excel, Power BI, Tableau, Foundry, Python, SQL, or other company-approved tools as applicable.

Apply data analysis and structured problem-solving to support opportunity screening, feasibility assessment, prioritization, risk heatmap, and management-level summaries.

Ensure project data traceability, version control, documentation discipline, and data integrity for assigned PMO activities.
-
Identify repetitive manual work and propose simple digital/process improvements to improve PMO efficiency.
-
Support visualization of the China TT portfolio for site, China, and APAC management alignment.
Technical Transfer Execution Support
-
Support assigned TT, localization, repacking, product evaluation, and process improvement projects under guidance from line manager and technical SMEs.

Coordinate technical documentation collection, sample/trial preparation, feasibility discussions, transfer readiness follow-up, and handover actions.
-
Follow up site readiness items across process, QC method/testing, BOM/material, packaging, EHS, regulatory, qualification/validation, quality documentation, and supply chain.
-
Support meeting facilitation, action follow-up, issue escalation, and decision record maintenance during project execution.
-
Ensure project execution follows company QMS, EHS, compliance, data integrity, and site governance requirements.
Site Capability, Process Standardization & Continuous Improvement
-
Support capability mapping for Wuxi site and selected China cross-site scopes, including process capability, equipment, QC, documentation, EHS/regulatory readiness, and resource availability.

Help identify capability gaps and translate them into improvement actions, resource requests, or management decision topics.

Contribute to China TT process standardization, including intake checklist, feasibility assessment template, RACI, dashboard, meeting cadence, and project closure template.

Support best-practice sharing and knowledge management across Wuxi/Nantong, relevant business lines, and project teams.
-
Promote continuous improvement mindset and systematic problem-solving in PMO work.
Stakeholder Communication & Global Coordination

Support communication with global sending sites, R&D, technical SMEs, Value Chain, Franchise, Commercial, and site functions.
-
Prepare concise English/Chinese meeting materials, minutes, status reports, management summaries, and decision records.
-
Help align project expectations with China site capability, resource availability, prioritization logic, EHS/regulatory requirements, and implementation constraints.
-
Work effectively in a matrix organization and influence stakeholders without direct reporting authority.

Support other cross-site coordination when required by project scope and line manager.
Other Responsibilities

Who you are:
-
Bachelor’s degree or above in Information Technology, Data Analytics, Business Analytics, Industrial Engineering, Engineering, Chemistry, Chemical Engineering, Life Science, or a related discipline.

0-3 years of relevant internship or work experience in project coordination, PMO, business analysis, data analysis, process improvement, manufacturing support, technical project support, or related functions.
-
Good project coordination skills, including planning, timeline tracking, action follow-up, meeting minutes, documentation, risk/issue tracking, and escalation.
-
Good data analysis and information management capability; able to use Excel and PowerPoint effectively and willing to learn dashboarding/digital tools.
-
Structured thinking and problem-solving capability; able to convert unclear business or project requests into clear problem statements, information requirements, and follow-up actions.
-
Good written and spoken English and Chinese; able to prepare bilingual meeting materials and communicate in a global/matrix environment.

Strong ownership, learning agility, attention to detail, and willingness to learn technical transfer, manufacturing, QMS, EHS, and site governance requirements.

Coursework or experience in IT project management, business analysis, system analysis and design, interaction design, data governance, or digital workflow design.

Exposure to manufacturing, life science, specialty chemicals, analytical products, laboratory products, bioprocess, or related industries is a plus
-
Experience with product transfer, localization, repacking, new product introduction, OEM evaluation, process improvement, or cross-functional project execution is a plus.

Familiarity with data analysis, dashboarding, database concepts, Python, SQL, Power BI, Tableau, Foundry, or equivalent digital tools is a plus.

Experience with data traceability, standardized troubleshooting, root cause analysis, process modeling, parameter control, or quality-oriented documentation is a plus.

Overseas education, cross-cultural collaboration, student organization leadership, or event/project organization experience is a plus.

PMP, CAPM, Lean Six Sigma, or equivalent project/process improvement training is a plus.
