Job Description

Formulate overall E&IC procurement strategies, align procurement plans with project schedule, budget and technical specifications, lead full-cycle procurement work for E&IC discipline.

Manage supplier resource development, qualification audit, performance evaluation and long-term partnership maintenance for E&IC manufacturers and service vendors.

Organize tender invitation, bid evaluation, technical & commercial negotiation, complete price benchmarking, cost optimization and risk control to achieve procurement cost targets.

Draft, review and sign E&IC procurement contracts & purchasing agreements, clarify delivery terms, quality standards, payment terms and after-sales liabilities.

Track order production, shipment, customs clearance and site delivery progress, resolve supply delay, quality discrepancy and technical matching issues timely.

Coordinate closely with engineering, construction, project management, finance and QA/QC teams to match E&IC procurement demands with design and site construction requirements.

Lead daily work arrangement, task allocation and performance management of the E&IC procurement team, optimize internal workflow and improve procurement efficiency.

Keep updated with industry E&IC material price trend, market supply situation and new product technology, continuously optimize procurement structure and supplier layout.

Ensure all procurement activities comply with company regulations, international trade norms and project compliance requirements, sort out procurement documents and complete regular work reports.
Qualifications

Bachelor degree or above in Electrical Engineering, Automation, Instrumentation, Supply Chain Management, Procurement or related majors.

Solid working experience in E&IC procurement field, familiar with offshore oil & gas, LNG, FPSO, petrochemical EPC project procurement business is preferred.

In-depth knowledge of E&IC related equipment, materials, technical parameters, industry standards and mainstream brand suppliers.

Proficient in whole process of bidding, negotiation, contract management and supply chain operation, strong cost control and market analysis capability.

Excellent cross-department communication, external negotiation and problem-solving skills, able to handle complex procurement issues and emergency supply matters.

Good team leadership and management ability, capable of leading a procurement team to deliver work targets steadily.

Fluent oral & written English, capable of communicating smoothly with overseas clients, suppliers and international project teams.

Able to adapt to project working rhythm, accept occasional business trips as required.
