Key Accountabilities
Reporting directly to Senior Director – Operations, Commercial and Compliance, this role operates on-site at the client's semiconductor manufacturing facility in Chengdu China and serves as the critical bridge between vendor management, competitive pricing, SOW compliance, and ethical procurement practices.
The role encompasses leading and managing all Procurement Activities related to services and materials for Integrated Facilities Management (IFM), ensuring cost efficiency, service quality, supply risk mitigation, and compliance with company policies and applicable regulations. Full accountability spans the complete vendor lifecycle—from selection and contract negotiation through service delivery quality assurance and payment reconciliation between client, JLL, and vendors.
Success in this role requires deep understanding of building technical systems, cross-functional coordination, and direct client engagement.

Key Responsibilities
IFM Procurement Management
Manage procurement processes for services and materials related to building technical systems including HVAC (Heating, Ventilation & Air Conditioning), Electrical & UPS Systems, Process Utilities, I&C (Instrumentation & Control), Fire & Life Safety Systems (LSS), and other MEP systems
Evaluate, select, and manage technical service vendors/contractors, ensuring competitive quality and pricing
Negotiate contracts, terms, and conditions with suppliers/vendors/contractors
Monitor and evaluate supplier performance, ensuring SLA compliance
Cross-Functional Coordination & Client Management
Work closely with Operations, Engineering, Finance, EHS and other relevant teams within JLL
Engage directly with client to understand requirements and advise on optimal procurement solutions
Build long-term relationships with client and stakeholders
Participate in regular client meetings, report progress, and results
Cost Control & Optimization
Develop and implement procurement strategies to optimize costs
Analyze spending, identify savings opportunities, and improve processes
Financial & Commercial Management
Prepare service quotations (CBS/SSJ) from to client, ensuring competitive pricing, accurate costing, and profitability targets
Oversee and validate payment reconciliation processes between client, JLL, and vendors executed by the team
Ensure the team maintains proper invoice processing, documentation standards, and audit readiness
Requirements
Experience & Knowledge
Minimum 3-5 years of procurement experience, preferably with IFM/FM service management background
Experience in semiconductor manufacturing, high-tech facilities, or similar regulated environments (preferred)
Strong understanding of building technical systems: HVAC, Electrical, LSS, MEP, and related maintenance/operations services
Familiarity with cleanroom operations, process utilities, or critical facility systems (advantage)
Experience managing technical service contractors/vendors
Knowledge of contracts, negotiation, and risk management in procurement
Proven track record in process improvement, operational excellence, cost optimization, and KPI management.
Experience supporting audits, internal controls, trade compliance, and regulatory requirements.

Education & Certifications
Bachelor's degree or higher in Business Administration, Engineering, or related field
