About This Role:
The Procurement Site Manager reports to Manufacturing Director, China GPC and leads the local Site representation of Global Procurement. The role holder is accountable for team management, local supplier base building and management, procurement volume and cost, and the other different focus areas of Procurement activities within the location. He/she is also responsible for implementing regional and global initiatives for continuous improvement and to set priorities for the local organization based on the regional and global guidance.
Main Tasks
- Responsible for steering the Site's Procurement unit and operationally managing the local supplier base, purchased volumes and cost. Conduct and support the negotiations with key suppliers / for local deals with high strategic importance (as escalation level).
- Responsible for local implementation of the Global Procurement strategy covering all areas of procurement to ensure best conditions and highest value added by Procurement.
- Responsible for local Innovation and localization projects support through the Procurement Project Leader role and to ensure procurement related innovation and localization targets.
- Responsible for definition, steering and leadership of the Site procurement organization including staffing, employee development and target setting in line with the Site's business requirement.
- In charge of the cost center and budget planning alignment with the Controlling function for the respective location, with the entrepreneurial responsibility regarding the procurement contribution to the Site business bottom-line.
- Accountable for implementation and observance of global (and relevant local) policies, regulations and standards and to ensure conformity with compliance rules. Responsible for ensuring consistent reporting and Procurement performance management in accordance with global standards.
- Shared responsibility for supporting and implementing effective and efficient vendor management in accordance with Global Vendor Management including securing the optimum procurement and suppliers’ contribution to the innovation projects.
- Acting as Business Partner and promoting Procurement towards local Management Board. Representing Procurement outside in external organizations and bodies in the country.
- Lead and participate in cross-functional initiatives in the optimization of suppliers and materials as well as processes & services while meeting the business goal.
- Accountable for continuous improvement of the Site's organization.
- Leading Indirect Procurement activities with the following key responsibilities:
- Establish baseline visibility of indirect spend in APAC;
- Identify and prioritize sourcing opportunities across categories
- Drive supplier consolidation and cost optimization
- Support negotiations and contract implementation
- Introduce procurement discipline in the region:
- Reduce maverick spend
- Improve PO compliance
- Standardize supplier engagement
- Partner with regional stakeholders to embed procurement processes
Build pipeline of savings aligned with global targets

Education, Knowledge and Experience
- University degree with 8 years of professional experience.
- 5+ years’ experience of working in strategic and operational procurement with cross-functional experience in a related functional area.
- Advanced experience of engineering, manufacturing and Supply Chain capabilities in a similar technical field.
- Advanced level as required for supplier relationship management.
- Strong English skills, both written and verbal.
- Experience with and comfort working at a multi-cultural, multi-discipline organization level as required for supplier relationship management.
