We are seeking an experienced HR & Admin Manager to lead end-to-end people and workplace management for assigned business units in China.
This role serves as the primary HR Business Partner for the designated business and is accountable for end-to-end employee lifecycle management, HR operations, and office administration and facilities management.
The role also partners closely with Corporate and Greater China HR teams to execute and localize enterprise-wide initiatives, including organizational effectiveness, talent development, compensation and benefits program implementation under Corporate HR governance, employee engagement, and workplace culture.
This is a hands-on leadership role that requires strong business acumen, execution excellence, and the ability to operate effectively and independently within a matrix organization.
Key Responsibilities
1. HR Business Partnering & End-to-End HR Operations (Primary Ownership)

Serve as a trusted HR Business Partner to business leaders and managers, translating business strategy into talent and organizational priorities.

Lead the end-to-end employee lifecycle for assigned business units, including:

Workforce planning and hiring
-
Onboarding and probation management
-
Performance management and reward execution in alignment with Corporate HR policies

Employee relations, engagement, and retention
-
Offboarding and exit management
-
Support compensation and benefits design and implementation under the guidance of the Corporate HR Manager and in alignment with Corporate C&B policies and frameworks.

Drive the localization and continuous improvement of HR policies and SOPs while ensuring compliance with Corporate HR frameworks and governance requirements.

Ensure efficient, compliant, and high-quality daily HR operations.
2. Talent Management & Organizational Effectiveness (Corporate Program Execution & Local Enablement)

Lead and execute local recruitment activities in close alignment with business priorities and workforce plans.

Support succession planning, talent reviews, and internal talent pipeline development.

Drive the effective implementation of performance management practices and feedback mechanisms.

Identify capability gaps and support learning and development initiatives in collaboration with Corporate HR.

Contribute to organizational effectiveness initiatives and talent development programs under the guidance of the Corporate HR Manager.
3. Administration, Workplace & Facilities Management (Primary Ownership)

Take full ownership of office administration and facilities management for assigned business locations.

Manage office vendors, service providers, contracts, and commercial negotiations.

Ensure workplace safety, regulatory compliance, cost effectiveness, and service quality.

Own the administration and facilities budget, including planning, tracking, and optimization.

Continuously enhance workplace experience, employee services, and office operations efficiency.
4. Governance, Compliance & Continuous Improvement

Ensure full compliance with PRC labor laws, local regulations, and internal policies.

Manage employee relations matters professionally and proactively mitigate legal and compliance risks.

Support internal and external audits as required.

Leverage HR data, metrics, and insights to support management decision-making.

Drive continuous improvement across HR and administration processes through standardization and best practices.
Qualifications

Bachelor’s degree or above in HR, Business Administration, or a related field

8–10 years of HR experience with strong generalist expertise

Solid HR Business Partner experience

Good knowledge of China labor law
-
MNC or matrix organization experience preferred

Strong execution and result orientation

SIP design and monitor experience is a plus;
