- 负责建立、执行SHE&S目标和指标，通过各项SHE&S活动和不断改善，达成SHE&S目标和指标。
- 负责组织建立和有效运行SH&E管理体系，包括安全标准化体系、环境管理体系的建立、运行和持续改善。严格遵守ISO9001、RC14001的各项要求，确保工厂及SH&E部门日常相关工作都在1SO9001和IATF16949、RC14001的控制之下，确保各项工作能达到各体系的要求。
- 负责组织建立和有效执行SHE&S管理程序（制度），满足集团和法律法规要求。
- 负责制定工厂SHE&S培训计划，为员工和承包商等提供有效SHE&S培训，确保SHE&S意识和能力。
- 负责建立隐患排查和治理机制，对生产、维修、项目、重大危险源等实施安全检查、审核，制定和推动安全整改计划。
- 负责与各级管理层定期沟通SHE&S绩效和风险等，确保迅速有效解决SHE&S相关问题。严格遵守公司各项SHE&S方针和相关程序规定，持续提高自己和团队的安全意识和风险辨识能力。
- 负责组织SHE&S相关法律法规整体评审工作，确保SHE&S运行合规性。
- 负责建立和有效执行工厂应急响应管理系统，包含建立预案、培训、演练和能力评估等。
- 负责建立和有效执行事故报告、调查、分析和预防管理体系，定期事故报告数据进行分析，提出改善计划。
- 实施有效的系统和方式制止和纠正违章指挥、强令冒险作业、违反操作规程等行为，制定纠正和预防措施。
- 负责消防安全、安保系统安全管理，确保消防和安保系统正常工作，达到防损的目的。
- 负责承包商在安全方面的整体管理工作，包括参与承包商审核、绩效评估、现场检查等。
- 负责组织持续改善安全工作许可证系统（PTW/JSA），确保符合集团标准和国标（GB30871）要求。
- 负责与外部SHE&S相关部门建立良好关系和及时沟通，包括应急局、消防局、环保局和公安局等。
- 较强的领导力、洞察力和执行力，领导SH&E部门达成SH&E目标。
- 熟悉国家和当地法律法规，较强的SH&E方面专业能力和实践能力。
- 较强的计划、组织和解决问题的能力，能够及时识别SH&E相关风险和采取行动。
- 较强的内\外部沟通的能力，尤其是与当地政府部门沟通。
- 较强的写作和沟通能力，熟练的英语沟通能力。
- 熟练Office办公软件操作能力，如Excel、Word和PPT等。
- 化工、安全工程等相关专业，本科及以上学历，7年以上化工厂安全管理相关工作经验。
- 持有有效国家注册安全工程师资格证和执业证者优先。
